Handling narcotic substances and preparations, and handling precursors 

The activity: handling narcotic substances and preparations, and handling precursors, means the following: the research, manufacture, processing, collection, storage, supply and use of addictive substances and preparations, the purchase and sale of addictive substances and preparations as well as the acquisition and loss of further property or obligation rights associated with them, mediation of such agreements and representation when such agreements are entered into.

Persons wanting to carry out the activity handling narcotic substances and preparations, and handling of precursors, shall apply to the Ministry of Health of the Czech Republic (www.mzcr.cz) for a licence.

Application for to be granted a licence

It is necessary to attach the following documents to the application:

  1. a document licensing the handling of pharmaceuticals – see the activity: Distribution of medicinal preparations
  2. personal details for the extract from the Criminal Register
  3. a copy of the entry from the Commercial Register, or foundation deed, a document attesting to the allocation of an ID No.
  4. a document attesting to the right to use the premises for the activity of an inspection laboratory (e.g., a copy of the entry in the Land Register, a lease contract, etc.)
  5. a document licensing the pursuit of business (trading licence, trade certificate)
  6. a document appointing a responsible person
  7. personal details of the responsible person for the extract from the Criminal Register
  8. a medical report on the medical condition of the responsible person
  9. a document attesting to the education of the responsible person
  10. proof of payment of the administrative charge of CZK 5000 in the form of a duty stamp
  11. for manufacturing licences, a document detailing the technological procedure of the intended manufacturing process

Further information on the licence proceedings

The authority shall grant the permit within 30 days

The business may be conducted after fulfilling all the above stated requirements.
