We understand making official measurements as a metrological action, the result of which is certified by the authorised subject with the issuance of a certificate. This certificate has the status of an official document.
Due to the specific and complex nature of the entire process, persons wanting to carry out of this activity shall first participate in a preliminary interview with employees from the Czech Office for Standards, Metrology and Testing, which grants the authority for carrying out such activity.
The application for authorisation must be supported with both a certificate of personnel qualification from those persons intending to carry out the activity, issued by an employee accreditation office, as well as a qualification certificate for verifying specified measuring gauges, issued by the Czech Metrology Institute.
Procedure for obtaining authorisation:
1) Preliminary interview with persons applying for authorisation
This interview must be arranged by phone with staff from the Czech Office for Standards, Metrology and Testing
A record is made of the preliminary interview
2) Application for issuing a personnel qualification certificate
- persons physically carrying out the verification of measuring gauges and specified materials must have this certification. Thus it is not necessary for applicants themselves to be in possession of such a certification. Applicants may apply to have the certificate issued to their employees.
- Certification is carried out by employee accreditation offices – a list can be found on the Czech Accreditation Institute website (phone: + 420 221 004 501); in this case, certification can also be carried out by the Czech Metrology Institute
There is no statutory time limit for issuing such a certificate
3) Application for issuing a metrological, technical, and personnel qualification certificate for making official measurements
- The application shall be filed with the Czech Metrology Institute
- There is no prescribed form to be filled for this application.
The application shall be supported with:
- Record of personal interview
- Personal qualification certificate (see item above)
- Proof of having passed a practical test in the given field of measuring, if one is issued by the measuring gauge producer
- Copy of the extract from the Commercial Register. This can be obtained at every public administration contact point (so called czechpoint)
- List of all metrological gauges specified for making official measurements and their parameters, including their greatest admissible errors
- Proof of ownership, or accessibility, of the measuring gauges – this can also be a statutory declaration (affirmation) of such facts.
- Certificate for the metrological traceability of measuring gauges. This can be a calibration or verification document.
- The list of standardised technical documentation connected to the respective measurement made.
- Measuring methodology, including measuring uncertainty calculations.
- Competency certificates, if required, for the given field of measurement by other legal provisions.
- Records of measurements made so far in the field of official measurement making during the last 12 calendar months (at least 1 record from each applied for field of making official measurements).
- Proposal for Official Measuring Log pursuant to MPM 13-06, Annex No. 8 and proposal for Official Measurement Certificate pursuant to Annex No. 9 of Regulation No. 262/2000 Coll., as amended.
The authority shall issue the certificate, no stipulated time limit exists for issuance
4) Application for authorisation
- The application shall be filed with the Czech Office for Standards
- The application has no prescribed form to be filled or set requirements
The application shall be supported with:
- certificates of personnel qualification of individual employees who are in charge of metrological activities
- metrological, technical, and personnel qualification certificate granting authorisation to certify measuring gauges
- proof stating that the applicant has no financial or other interests that could influence the results of those metrology activities which form the subject of authorisation; in the case of authorisation for any consequent certification of specified measuring gauges, certified at their place of use and at the same time designated for assessing quantities during direct sale to the public, the authorised subject cannot be a user, producer, repair technician, supplier or a distributor of these measuring gauges. This proof can be a company management’s statutory declaration (affirmation) or quality manual.

The authority shall issue its decision on authorisation within 30 days
The business may be conducted after fulfilling all the above stated requirements.
