Attestation centre – authorization step by step

An attestation centre means the business of a legal or natural person performing attestation.

Attestation means determining compliance

  1. Qualification to implement links of a public administration information system with other information systems through an interface reference, or
  2. Long-term management of public administration information systems with the requirements of Act No. 365/2000 Coll., on public administration information systems.

Those interested in operating an attestation centre must first obtain accreditation from the Czech Institute for Accreditation in accordance with the norm ČSN EN ISO/IEC 17020. The applicant shall then apply to the Ministry of Interior of the Czech Republic for authorization to perform attestation.

1) Application for accreditation

The application is submitted to the Czech Institution for Accreditation.

The application shall be supplemented with:

  1. Information about the applicant
  2. Specification of the scope of assessment
  3. Questionnaire
  4. Quality manual (information about the content of the manual is available from an authorized employee of the Czech Institute for Accreditation at tel.: +420221004313)
  5. Proof of the legal status of the applicant (e.g. trade license, extract from the Commercial Register, etc.)

After obtaining accreditation, the applicant may apply for authorization to perform attestation.

2) Application for the grant of authorization to perform attestation

The application is submitted to the Ministry of Interior of the Czech Republic.

The application has no legally prescribed form.

The application shall be supplemented with:

  1. Draft of attestation conditions (especially including specifying the object of attestation and the attestation procedures of the centre when performing attestation).
  2. Certificate of accreditation (see above).
  3. Confirmation on the absence of tax arrears and arrears on health and social security insurance.
  4. Proof of payment of the administrative fee of 10,000 CZK.

Basic information on the application and licensing procedure

The authority shall issue a decision on granting authorization to perform attestation within 30 days or the applicant shall be authorized after the expiration of the deadline and in the manner pursuant to § 28-30 of the law on the free movement of services.

The provision of this service can commence after the decision on granting authorization to perform attestation goes into effect.
