Putting forest reproductive material into circulation - licencing step by step

This activity includes offering reproductive material for sale, commercial storage, sale or delivery to a third person, including delivery on the basis of a service contract, or any means of transferring the right to work with reproductive material to another person in doing business, in exports and imports, for the purpose of selling or providing samples of genetic sources or any other form of transferring the right to working with reproductive material to another person for business.

Persons interested in conducting the activity must obtain a licence from the Ministry of Agriculture. The licence is granted following submission of a written application.

Application for granting a licence for introducing of the forest reproductive material intended for forest revitalisation and afforestation into circulation

Natural person shall include with the application:

  • Certified copy of a document demonstrating the applicant’s professional education in forestry.
  • Affidavit that the applicant – natural person does not occupy the position of supervisor under § 21a paragraph 2 of Act No. 149/2003 Coll., and a description of the professional forestry experience acquired by the applicant indicating the number of years of practice.
  • Written consent of the employer of the applicant – natural person (§ 21 paragraph 2 of Act No. 149/2003 Coll.) if the natural person is an employee who is not a supervisor of a state enterprise, government organization or a company engaged in the business of the field for which the license is issued, or an employee of the public authorities or authorized body (§ 26 and 30 of Act No. 149/2003 Coll.).
  • Administration fee (duty stamp in the amount of CZK 1,000).

A legal entity or natural person who has appointed an entrusted representative in the application shall state:

  • Certified copy of a document demonstrating the responsible representative's specialist education in forestry.
  • Description of experience to date in forest management on the part of the representative in charge, indicating the number of years of professional practice (an affidavit).
  • Affidavit of the applicant – natural person that he is not a supervisor under § 21a paragraph 2 of Act No. 149/2003 Coll.
  • Written consent of the employer of the applicant – natural person (§ 21 paragraph 2 of Act No. 149/2003 Coll.) if the natural person is an employee who is not a supervisor of a state enterprise, government organization or a company engaged in the business of the field for which the license is issued, or an employee of the public authorities or authorized body (§ 26 and 30 of Act No. 149/2003 Coll.).
  • Administration fee (duty stamp in the amount of CZK 1,000).

Further information on the licence proceedings

The ministry shall issue its resolution on the licence within 30 days, in more complex cases within 60 days.

The business may be conducted after fulfilling all the above stated requirements.
