The content of permitted trades is included in the Annex no. 3 to the Government Decree no. 278/2008 Coll.

Consulting activities that relate directly to the content of the trade are also included in the content of the trade, unless otherwise stipulated in another legal regulation. 

Production and processing of fermented spirits, consumer spirits and other alcoholic beverages (except for beer, fruit wines, other wines and mead, and growers’ own fruit distillates) and the sale of fermented spirits, consumer spirits and alcohol

The production of spirits by distillation or other separation from fermented sugar solutions from starchy or sugary material or from other raw materials containing fermented alcohol, treating spirit obtained in this way by refinement or denaturising and producing alcoholic beverages whose production by distillation directly creates at least part of the ethanol contained in these beverages (pure distillate, cut distillate and distillate produced by special traditional methods), with the exception of the production of fruit distillates obtained from the grower's own distillation. The cold production of alcohol and spirits for consumption (mixing) and the production of other alcoholic beverages, with the exception of the production of beer, fruit wine, other wines and meads. The sale of fermented spirits, consumer spirits and alcohol.

Production and processing of sulphite or synthetic alcohol

The production of spirits by distillation or other separation from fermented solutions derived from cellulose, the production of synthetic spirits and the processing of spirits obtained in this way by refinement and denaturising.

Research, development, manufacture, destruction, disabling, processing, purchasing and sale of explosives

Research, development, manufacture and processing of explosives. Disposal and destruction of explosives. Purchase and sale of explosives.

Development, manufacture, repair, modification, transportation, purchase, sale, rental, storage, disabling and destruction of arms and ammunition

Development and manufacture of arms, the repair and modification of arms, in particular removing defects in arms and changing their characteristics to order. The maintenance, assembly and adjustment of arms and their transport to a specified destination. The purchase, sale and rental of arms, the storage, safe-keeping and due care of arms accepted into custody. The disabling and destruction of arms. Development and manufacture of ammunition, the repair, modification, purchase, sale and rental of ammunition, the transportation of ammunition to a specified destination and its issue to a specific recipient, the storage, safe-keeping and due care of arms accepted into custody, the disabling and destruction of ammunition.

Purchase and sale, rental, development, manufacture, repair, modification, storage, transportation, disabling and destruction of security material

The purchase, sale and rental of security equipment pursuant to another legal regulation (hereinafter "security material"). The storage, preservation and proper care of security material taken into custody. The development and manufacture of security material, the repair and modification of security material, in particular the removal of its defects and changing its properties to order. The maintenance and installation of security material and its transportation to a designated location. The disabling and destruction of security material.

Manufacture and processing of fuels and lubricants and distribution of propellant fuel

Management and operation of technological processes for the processing and manufacture of crude oil and petroleum products (fuels and lubricants) using large units or individual parts of technological complexes with elements of standard automation, measurement and control, including monitoring the technological production mode. Control of chemical and physical changes in all states of matter by manual or mechanical operation of the controls. Operation of pumping equipment with piping, storage and handling work. The use of chemical agents and compounds for refining intermediates and finished products. The collection, processing and transmission of information on the production process as well as on changes in the chemical and physic-chemical properties of intermediates and finished products during the implementation of technological tasks and the integrated control of the production process. The production of biofuels by blending a mixture of components of hydrocarbon and non-hydrocarbon (plant) origin (such as blended fuel). The production of lubricating oils and greases. The production of liquid hydrocarbon fuels from raw materials not of petroleum origin. Processing of waste hydrocarbon products (such as used and waste mineral oils) to liquid fuels (heating oils) and reusable lubricating oil (for engines and gearboxes). Distribution of propellant fuel, which means its sale, excluding the sale of fuel from a service station and sales of compressed natural gas if the seller holds a valid licence to trade with gas under the Energy Act.

Generation and distribution of heat not subject to a licence from heat sources with an installed capacity per source of more than 50 kW

The generation and distribution (transportation, storage, transformation of parameters and supply of thermal energy through heat distribution facilities) of thermal energy, which does not require a licence pursuant to another legal regulation. In this trade, the installed capacity of a single source is understood to mean the overall performance of the boiler, where a single source with a capacity of over 50 kW can be installed, or several sources with a lower output, the aggregate of which exceeds 50 kW.

The trade does not cover supplies of thermal energy provided by building owners (landlords) for their own tenants.

Road transport

  • freight transport operated by vehicles or combinations of vehicles with a maximum permissible weight exceeding 3.5 tonnes if intended for the transport of animals or goods,
  • passenger transport operated by vehicles intended for the transport of more than 9 persons including the driver
  • freight transport operated by vehicles or combinations of vehicles with a maximum permissible weight not exceeding 3.5 tonnes if intended for the transport of animals or goods,
  • passenger transport operated by vehicles intended for the transport of no more than 9 persons including the driver

A set of activities to provide transport of persons, goods and animals by road motor vehicles or by combinations of vehicles for hire or reward, and the relocation of the road motor vehicles or combinations of vehicles themselves along motorways, highways, local roads and publicly accessible special purpose roads and open terrain. Road transport can be operated as passenger transport or freight transport. The passenger transport is divided into the passenger transport operated by vehicles intended for the transport of more than 9 persons including the driver, and the passenger transport operated by vehicles intended for the transport of no more than 9 persons including the driver; the freight transport is divided into the freight transport operated by vehicles or combinations of vehicles with a maximum permissible weight exceeding 3.5 tonnes if intended for the transport of animals or goods, and the freight transport operated by vehicles or combinations of vehicles with a maximum permissible weight not exceeding 3.5 tonnes if intended for the transport of animals or goods.

Internal water transport

A set of activities to provide transport for people, goods and possibly animals, as well as the transport of the actual vessels on inland water routes for the needs of others, with the exception of floating machinery, floating equipment and other controlled floating objects pursuant to another legal regulation.

Check testing of machinery used in plant protection

Review of the performance of professional equipment for the application of plant protection products to ensure that the plant protection products are correctly applied, in accordance with the technological requirements set forth in another legal regulation, and issue of a certificate of performance of the equipment.

The purposeful seeking of ammunition or explosives using detection equipment and their identification using established methods, or their recovery, or supervision during groundwork carried out in the expectation of discovering ammunition or explosives. The identification of ammunition or explosives found.

Public auctions

Activities associated with the holding of voluntary public auctions under another legal regulation, where the voluntary auction is an auction carried out at the request of a person authorised to dispose of the assets, and the holding of compulsory public auctions under another legal regulation, where the compulsory auction is an auction carried out at the request of an auction creditor, whose claim is recognised by an enforceable court order or an enforceable arbitral award or substantiated by an enforceable notarial certification or an enforceable distraint order, which contains the particulars provided for in another legal regulation, or substantiated by another enforceable order, whose judicial enforcement is permitted by law, including payment orders and statements of arrears. The auction constitutes a public hearing, whose purpose is to transfer ownership of the object at auction, held on the basis of a request by the proposer, during which the auctioneers addresses a random group of people present at a pre-designated place, or through a public website at a specific address, with a call for offers and during which the ownership or other rights to the object of the auction is transferred when the auctioneer drops his hammer to the person who, under certain set conditions, has made the highest bid, or the same situation which is terminated by the auctioneer because the lowest acceptable bid has not been made, where the subject of the auction may be an immovable asset, a business establishment or its organisational unit, transferable property rights to the subject of the auction, provided it has been proposed for auction and the conditions set out in another legal regulation have been met, as well as a movable asset or group of assets, provided the auction proposer is not the owner of these assets. The subject of a compulsory auction may be anything that constitutes a pledge in accordance with another legal regulation, apart from items of cultural value in the field of archaeology and items of cultural value of a sacred and cult nature, which are not accompanied by a certificate of permanent export. Activities aimed at organising an auction are also covered (in particular the publication of the auction in an auction notice, determining an estimated price for the subject of the auction, keeping records on auctions, ensuring the archiving of the documents of a business establishment if it is the subject of the auction). The trade does not cover holding public auctions of securities.


The trade also covers voluntary auctions of movable assets.

Tour operators

The organisation, offer and sale of package tours. A tour is a combination of services pursuant to another legal regulation. It also covers the offer, sale and mediation of the sale of individual tourism services and the organisation, offer, sale and mediation of the sale of a combination of individual tourism services. Individual tourism services means, in particular, the provision of transportation, accommodation, meals, guide services, the sale and reservation of aeroplane tickets, the sale and reservation of rail and bus tickets, including seat reservations, the sale and reservation of boat tickets, including cabin reservations, the mediation of visa applications, the offer and sale of spa services for relaxation and convalescence purposes, the offer and sale of sporting activities for relaxation and convalescence purposes (such as horse riding, the rental of bicycles and other sports equipment, visits to fitness centres), the mediation and organisation of attendance at sporting and social events and the mediation of sales of other services related to recreation, leisure and professional and business negotiations.


The trade also covers the sale of items related to tourism, in particular, tickets, maps, plans, timetables, guidebooks and souvenirs.

Security of property and persons

The provision of services associated with security and the protection of immovable and movable assets, providing security during the transportation of money, valuables or other assets, and while it is being processed, protection of persons, securing public order at sites where public gatherings, celebrations, sporting events or popular entertainment events are held according to the client's instructions, evaluation of security risks and the operation of alarm receiving centres.

Private detective services

Services associated with searching for property and persons, with establishing facts that may be used as legal evidence, obtaining information regarding natural persons and legal entities and their assets, obtaining information related to debt recovery, investigating illegal activities threatening trade secrets, and the related collection and evaluation of data.

Provision of technical services for the protection of property and persons

Designing, installing, checking, maintaining and repairing electronic alarm systems (in particular, alarm, emergency, fire, access control, assistance calling, integrated and camera systems), intended for the protection of property and persons against unauthorised intervention, including alarm systems and equipment enabling the monitoring of movement and the activity of people in buildings and their surroundings. The installation, repair, maintenance, inspection and management of mechanical barrier systems, which increase the effectiveness of ordinary standards of security for property and persons.

Registry management

Providing for the professional management of documents from their originator or the originator's legal predecessors, within the range of acts relating to the preservation of these documents, the performance of an inspection agenda and enabling a selection to be made of the records, and to the same extent, related obligations determined for such an originator in the Act on Archives and Records Management.

Operation of shooting ranges and shooting courses

The operation of shooting ranges to train and practice shooting and shooting live ammunition using firearms. Teaching shooting theory, including teaching associated legal regulations, a basic understanding of health and safety issues, leading practice and shooting sessions using firearms and entrusting firearms to others under supervision.

Blasting and fireworks

Blasting work, which means a specialised activity using the energy generated by the chemical explosive conversion of explosives, including a set of working operations, notably the charging of blasting agents, preparation and charging of the firing cartridges, production of the firing circuits, firing of charges (firing) and explosion of charges (blasting). Fireworks work, which means a specialised activity using the energy generated by the chemical explosive conversion of pyrotechnical products deemed to be explosive items to create light and sound effects, as appropriate.

Operation of funeral establishments

The provision of services related to the negotiation of burial agreements, transport of human remains, placing them in coffins, their preparation, their temporary storage in designated areas and the funeral service (obsequies) and other activities related to burials, with the exception of the organisation of the graveyard, embalming and conserving and the cremation of human remains or exhumed human remains, the treatment of ashes and their placement in urns. Transportation of human remains as required by medical facilities, police authorities or other bodies involved in criminal proceedings.

Embalming and conserving

Activities related to the treatment of human remains to limit the development of post mortem changes caused by putrescent bacteria or insects. Saturation with antiseptic substances in order to prevent decomposition (embalming). Activities related to the treatment of human remains to slow down the development of post mortem changes caused by putrescent bacteria or insects (conservation), which do not consist of the mere cooling of human remains in cooling equipment.

Operation of crematoriums

Crematorium operation includes the provision of services related to the cremation of human remains or exhumed human remains and the related handling of them, treatment of ashes, their placement in urns and handover to the funeral client, records on crematorium operations as well as other related activities (e.g. organising musical accompaniment, the safekeeping of urns, etc).
