Employment mediation services include searching employment for individual job seekers and searching for employees on behalf of employers looking for new labour force; employing individuals for the purpose of undertaking their job for a user, a natural or legal person, assigning work and supervising its performance; and consulting and information activities related to job opportunities.

Carrying out such an activity is authorised by the Labour Office of the Czech Republic upon submission of a written application. The Ministry of Interior shall comment on the application.

Application for a licence to broker employment both on a free-of-charge and fee-paying basis

Individuals shall attach the following to the application:

  • Extract from the Criminal Register of the Czech Republic and a document confirming an integrity for the country in which the foreign national has a citizenship.
  • The applicant's educational qualification documents, being understood that a qualified person shall have completed a university education as well as at least two years of professional experience in brokering employment or in the field for which an employment brokering licence is sought, or alternatively, a secondary education and at least 5 years of experience in employment brokering or in the field for which an employment brokering licence is sought. Experience shall be documented with a written confirmation by the employer.
  • Addresses of their offices where the employment brokering services shall be provided.

Legal entities shall attach the following to the application:

  • Abstract from the Commercial Register. This may be obtained from any public administration contact point (the so-called CZECH POINT).
  • Extract from the Criminal Register of the Czech Republic and a document confirming an integrity of the responsible representative for the country in which the foreign national has a citizenship.
  • Professional eligibility documents for the representative in charge, being understood that the same requirements for professional eligibility apply as above in the case of individuals.
  • Declaration in writing by the representative in charge giving their consent to having been appointed as the responsible representative.
  • Addresses of their offices where the employment brokering services shall be provided.

The authority shall issue the licence within 30 days. The time limit may be extended to 60 days in case of complications.

An approval to carry out the employment mediation services is issued after fulfilling all the above stated requirements and paying the administration fee.
