Operation of a zoological garden - licencing step by step

A zoological garden is a permanent facility where wild or domestic animals are kept and bred, and are displayed to public at least 7 days per calendar year. The role of zoological gardens is in accordance with EC legislation to contribute to the preservation of biological diversity of wild animals through keeping them in human care, with special regard to the preservation of endangered species, and likewise to educate the public to protect nature.

A zoological garden may only be operated on the basis of a licence issued by Ministry of the Environment. The ministry shall require written statements from the Czech Environment Inspection, local veterinary administration and the Central Commission for Animal Welfare. The ministry decides on whether to grant a licence based on the statements of these authorities and the findings of an on-site investigation.

1) Application for the licence

The application shall include:

  • a list of species and assumed number of animals to be kept, arranged according to orders of zoological taxonomy,
  • a summary of participation in research beneficial to species protection,
  • a summary of involvement in trainings of animal protection skills,
  • information on participation in exchanges of information regarding species protection,
  • information on participation in professionally provided re-introductions of wild animal species into former habitats (re-introduction),
  • information on participation in public education to protect nature, such as presenting information on species being exhibited, their natural locations and their role in ecosystems,
  • information on how continuous records are kept on collections of wild animals.

The ministry shall request a written statement from the Czech Environment Inspection, local veterinary administration and the Central Commission for Animal Welfare; the period for delivery of a statement, which must include grounds for a decision, is 30 days from the date the request is delivered. If the ministry does not receive the statement within this period, it is assumed that the requested authority does not have any reservations regarding the application; the rules of administrative code do not apply for issuing a statement.

2) On-site investigation

  • Upon receipt of the statement, the ministry shall carry out an inquiry with the participation of Commission for Zoological Gardens in the location where the zoological garden will be operated and will verify the data stated in the application and consider the decisive facts for granting the licence (the ministry will inform the applicant on conducting the on-site investigation and the composition of the commission at least 30 days in advance),
  • The commission shall draw up a report after completion of the on-site investigation; the report also includes a statement whether the commission recommends issuance of a licence or not, and the grounds for such a decision; the commission submits the report to the ministry and to the applicant within 15 days of the date of on-site investigation; the term for issuing the licence does not run during this period.

The operator is obliged to place visibly a copy of the licence at public entrances to the zoological garden.
