Preparing an energy audit and energy assessment – obtaining a license step by step

This activity consists of carrying out energy audits and energy assessments. An energy audit is a written report containing information on the current or expected level of energy usage in buildings, in energy management, in industrial procedures, and in energy services with a description and establishment of technically, environmentally and economically effective proposals to increase energy savings or to improve energy efficiency, including recommendations for implementation.

An energy assessment means a written report containing information on assessing compliance with the predetermined equipment, environmental and economic parameters designated by the client who ordered the energy assessment, including results and evaluations. Unlike an energy audit, an energy assessment is relatively simple to elaborate, where it is possible to narrow the focus depending on the chosen or specified criteria to be applied in the final evaluation.

The applicant must be professionally qualified. For the purposes of this law, professionally qualified means a university education ending with a bachelor’s, master’s or doctoral degree in the energy or construction field as part of an engineering focus and 3 years experience in the field, or a secondary education with a school-leaving examination in the energy or construction field as part of an engineering education and 6 years experience in the field, or a higher professional education in the energy or construction field as part of an engineering focus and 5 years experience in the field.

The applicant must also pass an examination (written and oral exams) to perform authorized activities in the field of energy efficiency. This examination is taken before an expert committee of the Ministry of Industry and Trade. After successful completion, it is enough to apply for registration in the list of energy specialists and conclude a professional liability insurance policy.

Every natural person who meets the conditions for the grant of the license pursuant to § 10 paragraph 2 of Act. No 406/2000 Coll. can apply to perform this activity. Based on a written application, the applicant shall be summoned to appear before an examination board, where he must pass the examination (written and oral exams). After passing the examination, the applicant will be issued a certificate enabling him to perform this activity.

Procedure for obtaining authorisation:

1) Application for an energy specialist license

  • The application shall be submitted to the Ministry of Industry and Trade.
  • The application shall be submitted on a form available on the website of the Ministry of Industry and Trade. The application must then be completed by hand and physically sent together with all annexes to the address of the Ministry of Industry and Trade.

The application shall include:

  • Proof of experience (confirmation from an employer, for the self-employed an affidavit on the length and field of experience)
  • Copy of a document attesting to the education received (diploma or secondary school certificate)

The business may be conducted after fulfilling all the above stated requirements.

2) Application for registration in the list of energy specialists

  • There are no formal requirements for the application. The application shall be accompanied by proof of passing the examination to perform licensed activities in the field of energy efficiency (see the previous point)

The ministry shall register the applicant in the list and issue him certification within 30 days, authorizing him to provide the services of an energy auditor.

3) The applicant must conclude a mandatory liability insurance policy

This insurance policy can be arranged by a number of commercial entities

The business may be conducted after fulfilling all the above stated requirements.
