Conditions for granting a licence

The general conditions applying to the award of the licence are:

  1. minimum age of 18 years
  2. Czech citizenship or citizenship of another EU Member State
  3. full legal capacity
  4. probity

Probity may not be claimed by anyone who has been found guilty of

  1. a criminal offence, the substance of which is associated with the subject of the licence,
  2. any other deliberate criminal offence where, with regard to nature of the licence and the character of the applicant, there are concerns that the applicant would commit the same or similar offence in the pursuit of the activity being the subject of the licence.

For legal entities, the general conditions must be complied with by their representatives in charge. A representative in charge is an individual appointed by the legal entity to assume responsibility for the professional execution of the activities being the subject of the licence.

Special conditions applying to the award of the licence are:

  1. professional education in the field of forest management
  2. professional experience in the field of forest management

For the purposes of awarding the licence under Article 26 Paragraph 1 of the Forestry Act, an education in professional forest management denotes a university education in the field of forestry, whereby the length of the applicants professional experience must be at least 10 years.

For the purposes of awarding the licence under Article 37 Paragraph 2 of the Forestry Act, an education in professional forest management denotes a university education in the field of forestry or a full secondary education in the field of forestry, whereby the length of the applicants professional experience must be at least three years, where a university gradual is concerned, and at least ten years, where a secondary school graduate is concerned.

For legal entities, the special conditions must be complied with by their representatives in charge.

Application requirements

The application shall include:

For individuals (natural persons)

  1. name and surname, permanent residential address, birth number, ID document number
  2. trade name, where they undertake business under the said trade name
  3. identification number, where available
  4. indication of the subject area covered by the sought after licence, and/or the period of time the licence is intended to cover

Individuals shall attach the following to the request:

  1. certified copy of a document demonstrating a specialist education in forestry, i.e.:
    • diploma obtained in the study of forest management at a Faculty of Forestry, completed with a final state exam
    • school-leaving certificate at a secondary school specialising in forestry or forest management
  2. extract from the Criminal Register not older than 6 months
  3. description of existing forest management experience on the part of the applicant, indicating the length of existing experience in years

For legal entities

  1. trade name, registered address and legal status of the applicant
  2. name and surname and permanent residential address of the person or persons constituting the statutory body of the applicant
  3. identification number
  4. indication of the subject area covered by the sought after licence, and/or the period of time the licence is intended to cover
  5. name and surname, permanent residential address, birth number and ID document number for the representative in charge

Legal entities shall attach the following to the request:

  • extract from the Commercial Register, not older than 3 months
  • certified copy of a document demonstrating the responsible representative's specialist education in forestry
  • description of experience to date in forest management on the part of the representative in charge, indicating the number of years of professional practice
  • extract from the Criminal Register for the representative in charge, not older than 6 months (unless they give consent to allow the state forest administration authorities to obtain the extract, as provided for by Article 41 Paragraph 4 of the Forestry Act)

  • Award of licence

Respective authority

  • The state forest administration authorities, by which is understood the municipal authority with extended powers in whose district the applicant has his or her permanent residence (in the case of individuals) or its registered address (in the case of legal entities).

Control and supervisory bodies

  • State forest management authorities (municipal authorities with extended powers, regional authorities, Prague City Council, Military Forest Authority  depending on territorial competence, Ministry of Agriculture  the entire country, save for National Parks and their restricted zones, Ministry of Environment in the territory of National Parks and their restricted zones).
  • Ministry of Environment when carrying out state supervision (territory of the entire country).

Application clearing deadline

  • Within 30 days of submission

Fees

Pursuant to Act No. 634/2004 Coll.

  • Awarding the licence for conducting of Professional Forester activities CZK 1000
  • Extension of licence for conducting of Professional Forester activities CZK 500

Validity period of licence

  • The licence is granted for 10 years. The term of the licence shall be extended by another 10 years if the applicant applies for an extension at least two months before the term is due to expire.

Combined proceedings (recognising qualifications and granting authorisation)

  • yes – when assessing compliance with the conditions applying to awarding a licence, proof of specialist educational qualification in forestry shall documented by means of:
  1. university diploma and/or
  2. school-leaving certificate
