The present document sets forth conditions and further information for obtaining the approval and registration required for conducting activities in the buying and selling cattle, pigs, sheep and goats.

Conditions for granting a licence

The Regional Veterinary Administration shall approve and register a trader who complies with the requirements pursuant to Art. 9b paragraph 1 of Veterinary Act.

Veterinary requirements for persons trading in sheep or goats are pursuant to Art. 11 of the Decree No. 342/2012 Coll., on animal health and protection, on the relocation and transportation of animals, and on the professional qualifications for performing certain professional veterinary activities, as amended (hereinafter “Decree”). Veterinary requirements for persons trading in sheep or goats are regulated by the Art. 12 of he Decree.

This specifically includes these requirements:

A person trading in cattle or pigs (hereinafter referred to as the "trader"), must use stables, sties and other premises and facilities for the said animals that:

a) are located in an area not subject to restrictive or prohibitive veterinary measures
b) possess

  1. A specified maximum capacity for the individual types of animals for which they will be used
  2. The appropriate equipment for loading and unloading livestock and, where required, for housing, feeding and the necessary treatment of livestock. The equipment must be easily cleanable and disinfectable
  3. Appropriate space for storage of feeds and bedding
  4. Adequate cleaning agents and disinfectants
  5. Sufficient facilities to isolate livestock so that all animals could be isolated in the event of infection, zoonosis or any other disease
  6. An adequate waste water disposal system and space for storage of manure
  7. Adequately equipped space for examination of animals
  8. May only buy and sell animals that
    1. Are labelled and registered pursuant to the Breeding Act and, unless specified otherwise, are accompanied by a veterinary certificate
    2. Originate from herds of cattle that have been officially declared free of cattle tuberculosis, brucellosis and enzootic leucosis and, where non-sterilised cattle are concerned, have been officially declared free of brucellosis. The State Veterinary Administration may permit the buying and selling of animals for slaughter that do not comply with the above conditions where the said animals are supplied directly to the slaughterhouse without having to pass through the buildings or other sites of the trader and on condition that the trader ensures that upon arrival at the slaughterhouse, the animals do not come into contact with other animals and are slaughtered separately
  9. Must keep records with data on all transactions, keep them for at least 3 years, and be ready to present them upon request to the bodies in charge of state veterinary supervision
  10. May only use such buildings or other facilities in relation to this commercial activity that have been registered for this purpose by the Regional Veterinary Administration, that meet the veterinary requirements specified and which are under state veterinary supervision
  11. Where purchased animals are held in their own buildings or other facilities, ensure animal welfare and provide due care and meanwhile employ persons who possess basic proficiency in animal care

c) Are cleaned and disinfected prior to use as per instructions of an official veterinary surgeon
d) Are regularly checked by the Regional Veterinary Administration for compliance with the specified veterinary requirements

Veterinary requirements for persons trading in sheep or goats:

The Regional Veterinary Administration shall verify the basic proficiency of the persons employed by the trader in the area of animal care by examining documents attesting their competence and practical experience.

Application requirements

The application for approval and registration for a trader in cattle and pigs contains (see Art. 11 Paragraph 2 of the Decree):

  1. Data on the trader name(s), surname and permanent residence, temporary address or contact address, where a natural person is concerned, or trade name or name and registered address, and/or address of organisational unit in the territory of the Czech Republic, where a legal entity is concerned, identification number, if applicable, and licence, based on which they conduct their activity
  2. A list, description and location of stables, sties and other premises and facilities as well as resources used to carry out the activity and documents demonstrating their eligibility for use in such an activity

The Regional Veterinary Administration shall verify the basic proficiency of the persons employed by the trader in the area of animal care [Art. 9b Par. 1 letter d) of the Act] by examining documents attesting their competence and practical experience. The Regional Veterinary Administration shall elaborate a record based on on-site examination results with regard to the compliance with requirements for the approval and registration for a trader in cattle and pigs.

The application shall be supplemented with:

  • Documentary proof attesting to the applicant's licence to trade. This involves an extract from the Commercial Register or Trade Licence.

The application for approval and registration for a trader in sheep and goats contains (see Art. 2 Paragraph 1 of the Decree):

  1. Data on the trader name(s), surname and permanent residence, temporary address or contact address, where a natural person is concerned, or trade name or name and registered address, and/or address of organisational unit in the territory of the Czech Republic, where a legal entity is concerned, identification number, if applicable, and licence, based on which they conduct their activity
  2. A list, description and location of stables, sties and other premises and facilities as well as resources used to carry out the activity and documents demonstrating their eligibility for use in such an activity.

The Regional Veterinary Administration shall verify the basic proficiency of the persons employed by the trader in the area of trading in sheep and goats with regard to animal care by examining documents attesting their competence and practical experience.

The application shall be supplemented with:

  • Documentary proof attesting to the applicant's licence to trade. This involves an extract from the Commercial Register or Trade Licence.

Procedure for granting a licence

  • The request shall be assessed and approved by the Regional Veterinary Administration. In individual cases the authority shall undertake an on-site investigation in order to verify whether the applicant complies with requirements for the trader registration approval.
