Conditions for granting a licence

The central veterinary administration shall issue a permit to operate a disposal company to a person who meets the requirements set out in the Veterinary Act:

  • 18 years of age
  • full legal capacity
  • a clean record
  • professional qualification to conduct the subject activity. Persons professionally qualified to operate a disposal company are, in addition to veterinarians, persons professionally qualified in accordance with § 59a, paragraph 1, letters a) to e) of the Veterinary Act., who are college graduates with the minimum required education of daily theoretical and practical studies in a five-year master’s program in the field of veterinary medicine and hygiene
  • another condition is practice in the environment and under veterinary and sanitary conditions that correspond to the type and scope of the subject activity according to the judgment of the regional veterinary administration

Application requirements

  1. name(s) and surname, permanent, temporary or residential address and date of birth of the applicant (where natural persons are concerned), or the trade name, registered address and/or address of an organisational unit in the territory of the Czech Republic, where relevant, and the applicant's identification number, if available (where a legal entity is concerned) as well as the first names, surnames, permanent, temporary or residential addresses and dates of birth of members of the entity's statutory body and expert representative
  2. requested type and scope of activity
  3. place of business, including its layout and technical and sanitary equipment
  4. if it concerns operating a disposal company, then also the territorial circuit (collection area) and location where the animal by-products will be harmlessly disposed of or further processed

Pursuant to § 15 paragraph 1 of the decree, a natural person shall include in the application an extract from Criminal Records which is no older than 6 months, or equivalent documents issued by the country of which he is a citizen, and by countries in which he lived for more than 3 months continuously during the last 3 years, which must not be older than 6 months, and proof of his professional qualification.

Pursuant to § 15 paragraph 1 of the decree, a legal person shall include in the application extracts from Criminal Records of the people who are its statutory authority and professional representative, or equivalent documents issued by the country of which the statutory authority or professional representative are citizens, and by countries in which they lived for more than 3 months continuously during the last 3 years, which must not be older than 3 months, and proof of the professional qualification of the professional representative and the opinion of the regional veterinary administration. Extracts from Criminal Records must not be older than 6 months.

Pursuant to § 15 paragraph 2 of the decree, the aforementioned applies appropriately for the application.

Proof of professional qualification:

  • Persons professionally qualified to conduct disposal activities are persons who obtained the education specified in § 59 or § 59a of the Veterinary Act.
  • A person qualified to capture stray and abandoned animals and to collect and dispose of the carcasses of pets is a person who has completed specialized professional training focusing on these activities organized by a university with a veterinary degree program, has passed the final exam and gained certification of eligibility for this activity.

  • The application shall be considered and approved by the Regional Veterinary Administration/Central Veterinary Administration. The process also includes an on-site inspection carried out by the regional veterinary administration.
