This activity involves validating measuring instruments or certifying reference materials. Validating confirms that the measuring instrument has the required metrological properties. Certification confirms the value of one or more properties of a material or substance.

These activities are regulated by Act No. 505/1990 Coll., Metrology, as amended, and the implementing regulations to this Act. In the application, the applicant for authorization must include certificates of qualifications for those people who will perform this activity, issued by an accredited body for certifying personnel, and certificates of qualification for validating measuring instruments issued by the Czech Metrology Institute. For the purposes of authorization, the findings presented during accreditation may be used. This is carried out by the Czech Accreditation Institute. Prior to submitting the application, an interview with the staff of the Office for Standards, Metrology and Testing, which provides authorization to perform this activity, is recommended.

Procedure for obtaining authorisation:

1) Application for certificate of personnel qualifications

  • This certificate must be in the possession of people who physically validate measuring instruments and the certification of reference materials. It is therefore not imperative that the applicant also possess it. He can apply for the certificate for his employees.
  • Certification is performed by accredited bodies for certifying personnel; a list of them can be found on the website of the Czech Accreditation Institute, tel.: + 420 221 004 501. In this case, certification is also performed by the Czech Metrology Institute.
  • There is no statutory deadline for issuing the certificate

2) Application for a certificate of metrological, technical, and personnel qualifications for validating measuring instruments

  • The application is submitted to the Czech Metrology Institute
  • The existing form should be used when applying
  • For the purposes of authorization, the findings presented during accreditation by the Czech Accreditation Institute may be used.

The application shall include:

  • Extract from the Commercial Register or a copy of trade license
  • Copy of the transcript of the initial interview with the applicant for authorization at the Office for Standards, Metrology and Testing. See item 1.
  • There is no deadline for issuing certification

3) Application for authorization

  • The application is submitted to the Office for Standards, Metrology and Testing
  • The requirements of the application are set out in Decree No. 262/2000 Coll., which ensures the consistency of instruments and measurements, as amended. There is no formal procedure for the application
  • More detailed information can be found in the principles of authorization

The application shall be accompanied by

  • Certificate of personnel qualifications of the employees providing metrological activity
  • Certificate of metrological, technical and personnel qualifications for validating instruments
  • Proof that the applicant has no financial or other interests that could affect the results of the metrological activity subject to this authorization. For authorizing the subsequent validation of measuring instruments validated at the place of use and likewise for determining the amount for direct sale to the public, the authorized entity shall not be a user, manufacturer, repairer, importer or distributor of these instruments
  • Extract from the Commercial Register. This can be obtained at any public administration contact point (so-called Czechpoint)

The office shall decide on the authorization within the period prescribed by the Administrative Procedure Code

Once authorization is granted, the validation of measuring instruments or certification of reference material can commence
